EU Program, “INTEGRITY PACTS-Civil Control Mechanisms for Safeguarding EU funds, Phase 2”

The main objectives of implementing the Integrity Pact are:

• The prevention of corruption in public contracts
• The improvement of the management of public funds
• The creation of conditions for healthy competition and equal access opportunities for all businesses

The implementation of the Integrity Pact in public procurement also contributes to:

• Enhancing transparency and integrity
• Encouraging cooperation between public administration and businesses
• Timely detection and identification of processes vulnerable to corruption
• Raising awareness of citizens and encouraging their participation in monitoring the progress of the procedures for awarding and implementing public contracts
• Modernization of public administration
• Promote business integrity

The project has been completed (2016-2021).

In Greece, the Integrity Pact was implemented for the first time as a pilot in the framework of the "INTEGRITY PACTS-Civil Control Mechanisms for Safeguarding EU funds, Phase 2" program, funded by the General Directorate of Regional Policy and Urban Development of the EU. (DG Regional Policy). Transparency International-Greece monitored the tendering and execution procedures of the project "CONSTRUCTION OF RAINFALL NETWORK IN THE AREAS OF THE MUNICIPALITIES OF NICAIA-AG. IOANNI RENTI AND TAVROU-MOSCHATOU", with the Contracting Authority of the Region of Attica.

As an agreement signed between Transparency International Greece (Independent Observer) and the parties to the Tender (Procuring Authority & stakeholders in the tender/financial entities that submit a bid & adhere to the Integrity Pact), it includes specific obligations and rights for the contracting parties, with aimed at strengthening transparency and promoting access to information. It also provides for the creation of a "White List" for those interested in the tender/financial entities that submitted a bid (bidders) who will join it.

Transparency International - Greece, in collaboration with specialized consultants (legal and civil engineering) - who were selected through an open process for the specific project - monitored as an Independent Observer all stages of the process of concluding and executing the contract, pointing out to the contracting parties any irregularities in the terms of the Integrity Pact, submitting relevant proposals to avoid and/or improve them and drawing up reports with its findings. In particular, 5 Monitoring Reports were made public for the specific project.
