Upgrading the street lighting system of the Municipality of Kalamata in order to save energy and reduce its operating costs
SUBMITTED FROM:

Municipality of Kalamata

The Municipality of Kalamata extends from the cove of the Messinian Gulf to the peaks of the Taygetos and the plain of Pamisos. It has a population of 69,849 (2011) and develops actions to serve its citizens and protect the environment.

Objective Action

Energy saving

Target Audience

All the residents of the Municipality of Kalamata since it covers the entire city of Kalamata as well as all the municipal sections and local communities of the Municipality.

Duration

10 years. The first 2 years, the luminaries will be replaced and the control / operation and maintenance / reporting systems will be installed, while the remaining 8 years the contractor will be responsible for the maintenance of the system and luminaires.

Description

This action envisages the replacement of 14,737 luminaires (single bulbs and luminaires with bulbs) by LED luminaires and bulbs with increased energy efficiency. The total cost of the action is € 8,270,000 and is financed entirely by the resulting savings. The contractor will be responsible for the maintenance of the systems and lighting, while the installation starts next November and must be completed within a year. It also includes the installation of two systems:

A) Energy efficiency control system

The energy efficiency control system can be scaled to cover other parts of the Municipality. The plan is to install the system in 10 municipal buildings or other points of electricity consumption within the Municipality. In addition, three pilot Smart City applications will be developed.

B) Preventive maintenance system via PC

The preventive maintenance system via PC (CMMS) has full scalability and is a complete solution for the electronic management of resources and infrastructure, as it can cover all the infrastructure of the Municipality. We have planned to expand the system in order to cover the maintenance  of buildings, sports facilities and green spaces.

Impact on Society

The lighting and bulb system ensures that, by preserving the preexisting light intensity level, the achieved guaranteed total annual energy consumption is 1,548,369 kWh , so the annual energy saving amounts to 81.3 % (higher than the one estimated in the techno-economic assessment).

Initiative Location

The upgrade of the street (and public spaces) lighting affects the city of Kalamata and all the local and municipal sections of the Municipality.

Benefits for Οrganization

Great energy savings that translate(among other benefits) to significant money savings. Specifically, the annual electricity consumption will be reduced by approximately 6.8 MWh, and the annual savings will amount to € 1,150,000.

Saving human resources since the contractor undertakes the maintenance of street lighting, while the Municipality will be able to make better (overall) management of other infrastructure.

Energy savings are expected, with all the corresponding benefits, due to the use of energy efficiency control systems and preventive maintenance via PC in other municipal infrastructure management.
