Objective Action

The objective of the Initiative is to maximize the Cooperations of the Region of Crete, with the aim of improving the Quality of Life of its citizens, at all levels, through the Research and Academic Institutions in Crete or through Ministries related to Innovation such as the Ministry of the Interior (former Ministry of Administrative Re-organization). Objectives: improvement of the Quality-of-Life Indices in the areas of Health, Prevention, Education, Technology, Everyday life, Service, Innovation.

The Cooperation with the research and academic institutions of the island of Crete, is an Objective in itself and it is recorded in detail in the Strategic Planning of the Region of Crete https://www.crete.gov.gr/wp-content/uploads/2018/04/perif_kritis_e-gov_strategy_2015-19.pdf and in Objective 22. During both the previous (2014-2019) and the current term of office of the Regional Authority, the collaborations of the Region of Crete exceeded its limits, since in several cases, the Central Administration, Ministries such as the Ministry of the Interior (former Ministry of Administrative Reorganization), as well as organizations such as the Hellenic Agency for Local Development and Local Government (E.E.T.A.A.), preferred to enter in collaborations with the Region of Crete, due to its developmental orientation.

 

Target Audience

The audience to which the Co-operative Actions of the Region are addressed is the entire population of Crete, from pre-school students to the elderly and all professional groups, from taxi drivers to teachers. This is the rationale, as you will see it unfold modularly in the Description of some of our Co-operative Activities: the satisfaction of the needs for the entire population of Crete.

 

Duration

a. Region of Crete - Medical School of the University of Crete. Creation of a Cancer Registration Center. From 2014 until today, presentation in 2016.

b. Region of Crete – Foundation for Research and Technology of Crete. Digitization of the Driving License Registers and the Citizens' Service Platform. Since 2011, the synergy continues through the signature of new programme agreements with the Foundation for Research and Technology - Hellas (FORTH) and new Public Benefit Working Groups.

c. Region of Crete - Technical University of Crete - Department of Mineral Resources Engineering - GIS Crete: from 2015 to 2018. A a new contract will be signed for GIS Crete II.

d. Region of Crete - Ministry of Administrative Re-organization – Directorate for Primary Education of Crete - Code Week - Code my City - October 2018 until May 2019. The programme will continue this year.

e. Region of Crete - Directorate of Primary Education of Crete. Leadership & Organizational Culture Seminars for School Units. Since 2016. The programme has been active for the years 2019-2021.


Description

a. 2016. Cooperation with the Medical School of the University of Crete, most specifically, with the Pathology - Oncology Clinic and the Department of Social Medicine (Laboratory of Biomedicine) and Professor Dr. Ch. Lioni, with the aim of creating a Cancer Registration Centre. The Centre is housed in the Department of Social Medicine of the University of Crete and continues its collaboration with the Clinic of Social and Family Medicine of the Department of Medicine. This cooperation has a developmental and research character, with the central goal of collecting, recording, and analysing data related to patients suffering from or who have died of cancer in the Region of Crete. The Centre has obtained license to establish and operate a File with sensitive data from the Hellenic Data Protection Authority. (Prot. No. ΓΝ / ΕΙΣ / 516126-6-2008).

b. 2017. Collaboration with the Foundation for Research and Technology - Hellas in Crete, for the Digitization of the Driving Licenses Registers in Crete and the development of new innovative IT applications for Citizens. As a result of this collaboration, a pioneering digital platform was created; The platform integrates a set of services and applications aiming at the digital transformation of the Organization, while addressing important operational problems such as low levels of service, lack of trust and transparency issues. For its implementation, international best practices focused on users themselves (user-centred development), contemporary analysis methodologies on requirements and design have been applied, such as Co-Design and flexible software development methodologies (Agile Software Development). Available applications and services include: Electronic services for citizens, Internet portal http://gdme.crete.gov.gr/, available for PCs and mobile devices, which offers comprehensive information on procedures, forms and supporting documents required for the completion of procedures provided by the Department of Transport and Communications, Appointment Service, Smart Queue for citizens without an appointment. The system supports printing of personalized coupons from the department's mailboxes, Management Applications and Back-Office, Case Management System), Business Intelligence, Statistics for Directors and Heads of Departments, Waiting Area Alert Screens, Physical Files Monitoring and Assignment System, Management System, Content Management System.

c. 2018. Co-operation with the Technical University of Crete and the School of Mineral Resources Engineering, for the design, development, operation, and maintenance of the Geographical Information System (GIS). http://senselab.tucserv.tuc.gr/

d. 2019. Co-operation with the former Ministry of Administrative Re-organization and e-Government, (now the Ministry of the Interior), the Directorate-General for Innovation, within the framework of the European Code Week (Codeweek.eu) as well as with the National Library of Stavros Niarchos Foundation Cultural Centre (SNFCC). On the SNFCC premises, computer science teachers and students aged 8-12 had the opportunity to be trained and work in programming and in the Java language, through the Alice Programming Environment, in the framework of the action "let's code boys & girls" for six (6) months. The action resulted in the program "Code my City”, embedding one hundred (100) lines of code, which presented their city  and was posted on the Websites of the advertised Municipalities, https://smartcity.heraklion.gr/el/irakleio-code-my-city -introduce-my-city /. The “top moment” for that specific programme has been the statement of a couple of parents, working as doctors who publicly confessed that such actions justify the decision, they have made not to leave Greece to work abroad.

e. 2019-2020. Co-operation with the Regional Directorate for Education of Crete for the provision of Management and Organizational Culture seminars, to the Directorates of Primary Education of the Prefectures of Crete, on behalf of the Region of Crete. Such cooperation aims at the training of leaders of Primary education, with a view to strengthening their leadership skills for their co-operation with the school community, parents & guardians’ associations, institutions and schoolchildren. It aims at the thorough experiential analysis of what we call "Organizational Culture in School Units" and includes the thematic axes of Teamwork, Communication, Systematic Decision Making, Job Distribution, Assignment, Coaching, Feedback, and Integrity through Strategic Planning tools, such as SWOT Analysis, the Systematic Management Cycle, and simple Decision Making, Job Sharing and Project Management models. Above all, however, it aims at rationality, so that the Principals of School Units can acquire "common language, methodology & rationality", to solve any of their problems in a consistent manner.

Impact on Society

a. Region of Crete - Medical School of the University of Crete. Foundation of a Cancer Registration Centre. The results of the action are expected to have multiple benefits for the entire target audience. More specifically:

Residents and patients of Crete:

  • Reduction of incidence and mortality from malignancies.
  • Improvement of the patients’ quality of life.
  • Increase of information and vigilance of residents, regarding prevention and early diagnosis.
  • Increased survival expectancy.

Scientific community:

  • Strengthening and expanding cancer research.
  • Defining standard procedures for recording and analysing cancer data.
  • Increase of jobs in cancer research and research / education for postgraduate, doctoral, and other researchers.
  • Composition and production of knowledge focused on the special needs of the Cretan population and answering new research questions about cancer.
  • Co-operation with multiple medical specialties and connection of the Primary Health Care for the follow-up of patients (two-way exchange of information).

 

b. Region of Crete – Foundation for Technology and Research of Crete. Digitization of the Driving License Registers and the Citizens' Service Platform. Before the development of that new innovative solution, the average queue time was over 90 minutes, while the average time to complete an administrative action (completion time) has been estimated at 30-40 minutes. Following the adoption of new technologies, the average standby time is 12 minutes, and the average completion time is 13 minutes. Moreover, 700,000 driving license files have been digitized in Crete.

 

c. Region of Crete - Technical University of Crete - Department of Mineral Resources Engineering - GIS Crete. All citizens related to geospatial information, Environment, Spatial Planning, Education, Rural Development, Olive Fruit Fly control, Spraying, Spatial and Housing Plans for Open Cities (SH.O.O.A.P.), Urban Data use those data, which consolidated the efforts of (4) Regional Units, 25 Municipalities and hundreds of departments and services, which have been scattered so far.

 

d. Region of Crete - former Ministry of Administrative Reorganization, now Ministry of Interior - Directorate of Primary Education of Crete - Code Week - Code my City - 3 schools, 20 students, divided into boys and girls were trained, who activated the whole school community, over 200 students, 8 -12 years old.

 

e. Region of Crete - Directorate of Primary Education of Crete. Leadership & Organizational Culture Seminars, of School Units. Primary education is the most numerous of the public servant sector. More than 200 Principals have been trained and as many more will be trained in the next 2 years.

In the Regional Unit of Heraklion at first on a pilot basis, with the aim to expand from this year to Chania and then to the Prefectures of Rethymno and Lassithi.

c. Region of Crete - Technical University of Crete - Department of Mineral Resources Engineering - GIS Crete. All Regional Units and the Municipalities of the Region of Crete.

Working with Organization

a. Region of Crete - Medical School of the University of Crete. Funded only by the Region of Crete. Collaborations of consulting and expertise with the Departments of Informatics of the Universities of Crete and Athens, as wee as  with the European and International Network of Cancer Registration Centres, European Network of Cancer Registries, https://www.encr.eu/ , International Association of Cancer Registries, http://www.iacr.com.fr/

b. Region of Crete – Foundation for Technology and Research of Crete. Collaborations with the Driving Schools Associations, as well as with the Road Safety Associations of Crete. Moreover, the Laboratory "Human-Computer Interaction" of the Foundation of Technology and Research of Crete undertook the design and implementation of new and innovative information and citizen services for the Department of Transport & Communications of the Region of Crete.

c. Region of Crete - Technical University of Crete - Department of Mineral Resources Engineering. Collaborations were established with the Student Associations of the University of Crete.

d. Region of Crete - Ministry of the Interior (former Ministry of Administrative Re-organization). Co-operations with the Regional Directorate of Education of Crete, the Association of Informatics Instructors of Crete, the Primary Education, the Associations of Parents and Guardians of Primary Schools.

e. Region of Crete - Directorate for Primary Education of Crete. Collaborations with the Directorate for Primary Education of Crete, the Regional Directorate for Education, the Teachers' Associations, as well as the Coordinators & School Counsellors of the Primary Education of Crete.

a. Region of Crete - Medical School of the University of Crete. Creation of a Cancer Registration Centre. Students and external collaborators, as specially trained recorders, so that the hours or the workload of the employees at the Hospitals and Registry Offices are not affected.

b. Region of Crete – Foundation for Technology and Research of Crete. Digitization of the Driving License Registers and the Citizens' Service Platform. Employees of the Transport & Communications Department, Driving Schools, companies (car dealerships, car rental).

c. Region of Crete - Technical University of Crete - Department of Mineral Resources Engineering - GIS Crete. Participation of employees from all the Directorates of the Region of Crete, who have worked to contribute to the total bulk of geospatial data and unify all the data concerning Crete.

d. Region of Crete – Ministry of the Interior (former Ministry of Administrative Reorganization) – Directorate for Primary Education of Crete - Code Week - Code my City - Although only a group of students from each school have participated, in fact, the whole school community, students and teachers of Informatics and the Municipality have been activated.  

e. Region of Crete - Directorate for Primary Education of Crete. Leadership & Organizational Culture Seminars, of School Units. Although the seminars are intended only for the Principals of School Units, all the teachers have been voluntarily participating in the organization of the seminars, for 3 years now!

Benefits for Οrganization

a. Region of Crete - Medical School of the University of Crete. Creation of a Cancer Registration Centre. The results of the Research - which can be deployed by the University of Crete, the Region of Crete (ROC) and the Public Health Directorate of the ROC, in collaboration with the relevant Health Services and the Health Institutions -will contribute to the creation of health policies, guidelines for the prevention and treatment of cancer, thus bringing direct and immediate benefits to local communities but also to the entire Region of Crete. Such benefits include the reduction of the cost for treatments and medicines, the increase in the survival expectancy, the promotion of local characteristics that function as protective factors, such as the Cretan Diet, as well as the way of life, the nature, the herbs, the climate, etc.). It should be noted that health is the key factor affecting multiple levels of life and development of a country / region, such as economic, social, political and tourism development. The qualitative and quantitative study of individual geographical areas of the island can promote medical tourism (in cases of areas with low morbidity and mortality rates) or improve the health levels of the inhabitants (in cases of areas with high rates of morbidity and mortality).

Technological Innovation

  • Innovative ways of communication have been applied, through the implementation of multi-channel forms of interaction.
  • A hybrid customer service solution has been applied through the simultaneous operation of a virtual queue and a booking system on a single platform.
  • Sophisticated algorithms of business intelligence and statistics production have been applied, which is a useful and easy-to-use tool for continuous evaluation, measurement, and comparison of qualitative and quantitative results, as well as in assisting decision-making for the proper management of staff during peak periods.

Organizational and Procedural innovation

  • The reform has been carried out to optimize the customer service flow.
  • Restructuring and simplification of available services has been implemented.
  • Systemic and structural barriers have been removed
  • New management methods have been followed.

Social Innovation

  • The bias of the public opinion, which has been considering the organization to be problematic has been dispersed, towards a unanimous recognition and acceptance of the effort for change by the citizens.
  • There has been effective dissemination of information to the public.
  • Transparency in the handling of cases has been ensured.
  • Natural queues have been eliminated, while waiting times have been significantly reduced.
  • Local companies have been supported through the electronic tools implemented for the necessary facilitation in the completion of their business activities related to the services of the Directorate of Transport and Communications.

Collection, recording and charting of geospatial data of the Directorates and Departments of the Region of Crete. Access to open data and utilization by the executives of the Region of Crete, to serve its Directorates and Departments.

d. Region of Crete - Ministry of the Interior (former Ministry of Administrative Reorganization) – Directorate for Primary Education of Crete - Code Week - Code my City - The entire School Community has been activated, and the Region of Crete has acquired the know-how, which now allows it to organize and lead activities such as the Panhellenic Open Technologies Competition, in collaboration with "Free Software / Open Source Software" (EL / LAK), https://docs.google.com/document/d/19XNcwZ_kv1Ji4tztFmxHCxqVinNUSKILE1Si1FpYyDY/edit  festival of digital creation with the Schools of Crete, and actions related to Innovation and Business for the Schools of Crete generally.

e. Region of Crete - Directorate for Primary Education of Crete. Leadership & Organizational Culture Seminars, of School Units. Coordinators and Consultants have now acquired a unified way of managing and dealing with their issues. Thus, communication and coordination, both between themselves and with the School Counsellors is more direct and effective. It is indicative that when the School Community convenes a meeting in order to decide on several matters, some Principals, have laminated the Systematic Decision Circle Document and the steps taken.
