Paleo Faliro is a coastal district of the South Sector of Athens, southwest of the center of Athens. Its area is 4.6 square kilometers, while the length of its Saronikos beach is about 4 km. It is about 9 km from the center of Athens (connected to Syngrou Avenue), 13 km from the port of Piraeus (connected with Poseidonos Avenue) and approximately 40 kilometers from Athens Eleftherios Venizelos International Airport.

Paleo Faliro is located on the southern side of the prefecture of Attica and borders the municipalities of Kallithea (west-north, bounded by Syngrou Avenue), Nea Smyrni (north-northeast), Agios Dimitrios (east) and Alimos (east-southeast, bounded the Rema of Picrodaphni). The beach of Palaio Faliros is mainly south-west oriented.

Objective Action

Aiming to improve the effectiveness and efficiency of its services, the Municipality of Palaio Faliro implements human resources training and education actions in order to develop and improve the skills and capabilities of the staff in order to meet their service needs on the one hand and to achieve administrative goals on the other. In addition, to encourage the spirit of professional development and to cultivate the culture of "Lifelong Learning". Through the process of education specific knowledge is acquired, skills and abilities are developed and values ​​are formed.

The Municipal Authority, in the context of the implementation of its strategic options regarding the management of human resources, completed the action of monitoring an online training program for the employees of the municipality of Palaio Faliro at the "NATIONAL AND KAPODISTRIAN UNIVERSITY OF ATHENS" on the subject: "Training program and lifelong learning: Local Government Administration". The aim of this action is the development of human resources so that they are able to support the changes and new requirements in the exercise of their duties. Employees to develop the ability to judge, evaluate, collaborate and get involved in shaping their organization's strategy. Improving staff training is one of the main factors contributing to the implementation of the municipality's strategy.

The objective of this specific action is the development of employees and especially high school graduates with an upgraded training program in order to acquire resources to be more effective and efficient in their work, as well as to enhance the development of motivation and the development of a sense of participation in the strategic targets. To shape the appropriate conditions for the motivation and utilization of employees. To provide upgraded training/education services to contribute to the design of administrative reforms. The training and professional development of employees is a cornerstone for both their personal development and the development of the municipality. For this reason, human resource development and development actions are an investment of the municipality.

Target Audience

The training program in question is aimed at the municipality's human resources and mainly at employees of the DE category[1], providing them with the opportunity to attend a graded training program offering specialized knowledge.

The program started on 3/12/2021 and ended on 19/12/2021: duration 36 hours:

3-4-5.12, 10-11-12.12, 17-18-19.12.


Description

This initiative concerns the monitoring of a graded training program of supplementary education (E-Learning) that leads to the granting of a Training Certificate (ECVET 4 Units). The program of study is approved and corresponds to certified professional outlines, which implies that there is an absolute correlation of the knowledge acquired by the trainees with the subject of their work in the municipality. The specific program with the thematic units it includes, was deemed suitable for the training of the municipality's employees, so that they acquire skills for the effective performance of their duties.

In addition, they developed a number of skills for carrying out procedures where a combination of knowledge and skills is required in order to respond to the rapid developments taking place in public administration and to participate more actively in the reorganization of the services provided. It is imperative, due to the transformation of the public administration and in particular the local government which is called upon to improve its services adapted to the new needs of the local society by implementing practices harmonized with the pillars of development of the public administration, that the training of municipal employees should include educational material for all the basic areas of operation of the municipality in order to respond with greater efficiency and effectiveness.

Organization and Administration of Municipalities, Operational Planning:

Internal control. Regulatory and administrative framework for the operation of municipalities. Operational planning that will be based on the current operating data of the municipalities and the responsibilities they are called upon to exercise in light of the developments and conditions that shape the needs of the local community. Identification of weaknesses and problems and potential solutions in order to make policies for the benefit of the administration and the governed. Partnerships at local and regional level that will drive growth and organizational change. Reorganization of organic units, change of procedures, reconstruction of structures, financial planning, utilization of financial tools.

3. Finances of Municipalities:

Budget issues (purpose, schedule, registration criteria, etc.). Income and expense management. Accounting procedures (asset register, warehouse, balance sheet, property, etc.). Follow up on obligations and required actions. Project management, planning, organization, control and evaluation.

Electronic Government - utilization of TIC[2]:

The contribution of information systems during the planning, approval and implementation of policies, actions and individual e-government projects, which brings about savings for the Public Administration and a reduction of burdens for the citizen and the business. The role of information systems interoperability in automated data and information exchange. The aim is to serve the citizen through automated procedures in receiving the final product of the requested service. The accessibility of public websites for all citizens, without exclusions and integration into existing websites. Implementation of GDPR regulation to safeguard the security of the information held, systems and networks, processes and infrastructure.

4. Information Technology and Telecommunications.

Employees of all municipal services who are University/TEI graduates[3] and High School graduates were eligible to participate. In particular for High School graduates (who by definition have reduced opportunities to utilize Continuing Education and Lifelong Learning programs), they were given the opportunity to attend specialized training programs and acquire specialized knowledge, the possibility of accessing high quality educational material. The purpose of the training program was achieved, namely the development of strategic thinking, critical thinking skills and the ability to actively participate.

In the art. 54 of Law 3584/2007 (Municipal and Community Employees’ Code) states that the service is obliged to provide training for its employees throughout their careers, regardless of their category, branch, specialty and grade. The training can be general or take the form of specialization in subjects of the employee's service. The action in question was designed and implemented taking into account that in IN.EP[4], there is no training program title during the period up to 12/31/2021 that includes the modules mentioned, except individually and therefore the official ones the training needs of the Municipality's employees on the mentioned teaching modules (in their entirety) as mentioned herein cannot be covered within the educational activities of the Training Institute.

Besides, the fact that the Training Institute (INEP) has as its mission the information and special training of public sector employees, does not imply that the OTAs do not have the possibility of delegating the execution of employee training programs to other bodies, provided that they have as their object the organization of training seminars and offer a guarantee that satisfactory training will be provided to the participants in the above training seminars (El. Co. Dept. 1 Act 21/ 2006)[5].

[3] TEI refers to ex-technological institutes that today are considered equal to university studies, from the time they became universities by law. From now on, old graduates from TEI are considered university graduates

Impact on Society

The employees who participated in the training program acquired knowledge and skills in the main areas of actions and activities of the municipalities and were granted certification following their evaluation in tests that were submitted. The teaching material included topics (indicative: Organizational/Organizational behavior of OTAs, GDPR, OTA Administration Principles, Network Security, DAP, Electronic Government, Computer Networks, Basic Principles of Databases, OTA Operations) that concern municipalities, for which the political leadership and human resources, with the approach of participatory management, should draw up modern strategies that respond to the new needs of society and implement actions to improve the services provided to citizens by improving the efficiency and effectiveness of services, in order to fulfill the mission of the municipality.

The trainees acquired resources for their development, knowledge for better efficiency in the performance of their duties, and a culture was cultivated for development, assumption of responsibilities, synergy, reorganization of processes and change in the way of administrative organization.

The remote monitoring of the program was carried out from the employees' PCs (either at work or at home).

The Municipality concluded a public contract with the NATIONAL AND KAPODISTRIAN UNIVERSITY OF ATHENS (Special Research Funds Account) for the implementation of the certified training program (ADAM: 21SYMV009719630).

Workers Participation

Twenty (20) employees from various departments of the municipality participated in the training program. In particular:

  • Administrative-Financial Services: 15 people (3 PE category – 1 TE category - 11 DE category)[6].
  • Cleaning Service: 4 people (1 category TE – 3 category DE).
  • T.Y: 1 person (PE category).
