The Municipality of Fylis is a municipality of the Attica region that was established under the Kallikratis program. It arose from the amalgamation of the pre-existing municipalities of Fyli, Ano Liosion and Zefyrio.

In the Municipality of Fylis, the program has been operating since October 2017 with the Title of Action: Structures for the Provision of Basic Goods: Social Grocery Store-Social Cooperative -Social Pharmacy of the Municipality of Fylis" with OPS code MIS 5001831, which has been included in the Priority Axis "Promoting Social Integration and Combating of Poverty and Discrimination - Ensuring Social Cohesion" in the Operational Program Attica 2014-2020. The European Union supports the operation of these structures through the European Social Fund for up to 3 years with the possibility of extending the program.

The Structures of the Social Grocery-Social Fund and the Social Pharmacy are supervised by the Directorate of Social Protection, Education & Culture of the Municipality and are aimed at: socially vulnerable groups of legally residing in the Municipality of Fylis (unemployed, uninsured, insured who are threatened or in a situation poverty, elderly, homeless, victims of abuse, etc.).
More specifically, the Social Grocery Store's primary goal is to meet needs by providing free products and essential items. The Social Group ensures the supply of free meals on a daily basis to vulnerable social groups. Accordingly, the Social Pharmacy Structure has as its main objective the free provision of medicines, health materials and parapharmaceutical products.

The challenges posed by climate change must be addressed holistically. The Municipality of Fylis, marching along the axis of the environmental goals set by the European Union, transforms its weak points and highlights its environmental sensitivity by organizing an inclusive action plan with three main axes: Energy Self-sufficiency, Hydrological Self-sufficiency and the "Double Transition" Plan. The Energy Self-sufficiency of the Municipality of Phylis is the pillar that includes cross-cutting projects with an environmental and social dimension. Receiving the waste of the Prefecture of Attica for over fifty years, the Municipality of Fylis has been continuously affected by the landfill located within its boundaries, while at the same time it faces strong issues with social dimensions that underline, among other things, the existence of energy poverty.

Through its integrated program, our municipality forms a structured physical and social environment, utilizes the network of automations and smart applications and supports the local economy. Our actions aim to upgrade buildings and open spaces, through the selection of appropriate materials, technologies and systems using RES, thus serving the energy and environmental goals of reducing energy consumption and reducing the carbon footprint. Finally, project planning is complemented by the creation of a system for monitoring environmental parameters and control of liquid and solid waste, initiatives that lead to the upgrading of the urban microclimate.

Description

The problems faced by the Municipality of Fylis are of unimaginable magnitude with effects not only on the residents of the area but with externalities that affect neighboring areas and beyond. However, the problems were treated as challenges and the greatest proof is the achievement of the Landfill Redevelopment project which showed that with vision, strategy and a lot of work, ambitious projects can become reality.

The redevelopment concerns approximately 1500 acres in area covered by the old XDA and Ano Liosion Landfill and the Phylis Landfill. It is located in the southwestern part of the Kallikratiko Municipality of Fyli and occupies an area of DE Fyli and DE Ano Liosion where its largest part is located. The site is located very close to the Aspropyrgos Industrial Area as well as next to important road arteries, that of Attica Odos and Aspropyrgos Avenue (Meg. Alexandrou). The purpose of the redevelopment is the aesthetic, energetic and functional upgrade of the area through the creation of uses in a severely degraded area due to the disposal of very large amounts of waste for about half a century. The development of an Environmental Park and a Renewable Energy Park (RES) is planned in the area, where uses will be incorporated beyond that of simple planting, which is the usual practice in waste disposal sites. The central idea of the uses chosen to be implemented in the new area concerns the exploitation of the large area of the area. With the RES Park, the possibility of the greatest possible energy autonomy of the Municipality and its citizens is given. The installation of photovoltaic stations with a total power of 10MWp is planned, which in the first phase will provide free electricity to more than 5,000 vulnerable households. This facility, in combination with the existing biogas energy production unit, creates a unit of renewable energy sources - an energy park, which, in addition to its contribution to the energy autonomy of the municipality, also offers a single educational and communication route for visitors regarding with the promotion of RES. At the same time, prospects for recreation as well as information/education about recycling are opened up for the visitors of the Environmental Park.

  The overall renovation creates a multi-functional space. Plants, bushes and trees will be planted on the entire surface of the regeneration works. In the already restored sections where there are already plantings, and where necessary, planting work will be carried out either for landscape restoration purposes or for aesthetic reasons. Beyond the obvious enhancement of the landscape, the planting of the site helps to intensify its use by attracting more visitors throughout the day, seasons and time and to the bioclimatic contribution of the site to the wider area by giving visitors a real ' breath" of green. All plantings will be irrigated by an extensive irrigation network that will be developed along the entire length of the redevelopment area. In the area, paths will be created - corridors that will serve hiking, running, cycling, etc. Along the routes, special rest areas with benches and shade, a water supply network with drinking water, etc. will be developed. Recreation areas will also be created, which will include an area with tables and seats to serve guests and playgrounds. These spaces will be equipped with public toilets. At the facilities, information and education activities for citizens of all ages on environmental issues will take place, but not exclusively. Both in the area under renovation and in the existing facilities there will be the possibility of hosting events organized by the Municipality as well as lectures and course deliveries in collaboration with universities. For the proper and smooth operation of the park, the development of supporting infrastructure and equipment that serve related activities, such as fire detection, external lighting, electric vehicles, etc. is foreseen.

At the same time, our Municipality, working to achieve its environmental vision, proceeded with the energy upgrade of 9 schools, a closed Gym and Municipal buildings. The energy upgrade was carried out with interventions concerning thermal facades, thermal insulation upgrades, cooling system upgrades, window and door frames with specific permeability coefficients, installation of LED lighting fixtures, devices for automatic control of the heating system operation with digital compensation units and installation of photovoltaic systems. As part of the overall environmental reform process, the Municipality, recognizing the importance of the City Hall on a functional and symbolic level, also proceeded with its energy upgrade.

The use of RES was not limited only to the area under renovation that we mentioned above. We utilized the roofs of the Agios Nikolaos school complex, the Administrative Services housing building on Acharnon Street and the 1st Primary School of Ano Liosion, and installed photovoltaic panels directly ensuring the energy autonomy of these buildings, significantly improving the environmental footprint in our Municipality.

In 2021 we created the Energy Community. The purpose of its establishment is the promotion of the social and solidarity economy, innovation in the energy sector, tackling energy poverty and promoting energy sustainability. The Energy Community will be active in the fields of Renewable Energy Sources (RES) and High-Efficiency Cogeneration of Electricity and Heat (CHP). The community's activities include the production, storage, self-consumption, supply of energy products and electric vehicles, hybrid or non-hybrid, to its members, the distribution of electricity within the Region of Attica, the strengthening of energy self-sufficiency, as well as the improvement of energy efficiency in end use at local and regional level. The community will contribute to the rational use of energy, the promotion of sustainable transport within the Region of Attica, the management of demand and production.

Within the framework of the same plan, the reconstruction of the historical center of Ano Liosion and Phylis with bioclimatic materials is underway, while the extensive installation of LED lighting and the installation of municipal lighting management systems are exemplary.

The Municipality's vision for sustainable development is complemented by its hydrological independence. A number of projects are already underway including 6 water wells and the installation of smart meters in the water supply network. The water well project is carried out with the scientific contribution of EAGME and aims to replace a part of the water quantities of the EYDAP network, which passes much lower in relation to the geographical location of specific Municipal Apartments, thus reducing transportation and pumping costs.

In order to achieve the arrest of climate change, the actions of remodeling the existing way of life should start from the level of administration that is closest to the citizen. The Municipality of Fylis approaches the problem holistically and recognizing the importance of its position in Attica, undertakes innovative projects. Overall, the interventions will reduce the energy needs of the Municipality and improve the living conditions of the citizens. The environmental projects it carries out are expected to contribute to the awareness of the citizens of the municipality and will strengthen their participation in environmental actions. The actions of sustainable development and "Smart City" services will support the local economy, the citizen will now have an active role in reducing his environmental footprint and life in the city will be based on the culture of sustainability.
