The Municipality of Vari Voula Vouliagmeni is a municipality of the Attica region that was established with the Kallikratis Program. The municipality was formed by merging the abolished municipalities of Vari, Vouliagmeni and Voula. The area of the new Municipality is 33.94 sq.km and its population is 48,399 inhabitants according to the 2011 census. The seat of the municipality is Voula. The area of the Municipality is part of the Urban Planning Complex of Athens and belongs administratively to the Regional Unit of Eastern Attica.



Objective Action

a) strengthening the democratic nature of the Municipality through increasing participation and transparency in decision-making by the competent bodies and

b) the residence of the residents of the Municipality of Vari Voula Vouliagmeni in a modern, democratic city with an upgraded quality of life

 

Target Audience

Residents of the Municipality of Vari Voula Vouliagmeni. The Municipality has the possibility to choose the population groups it wants to direct the consultation to (ages, gender, etc.).

 

Duration

The online chatbots service was launched in the Municipality of Vari Voula Vouliagmeni in April 2018 and has been very popular and successful to date.


Description

The interactive consultation service is based on the technology of artificial intelligence and chatbots and enables the Municipality of Vari Voula Vouliagmeni to conduct consultations with its Citizens via the internet and social networks and receive the data/answers in real time. Either through Facebook messenger or simply through a web application, the Municipality has the possibility to create the content (questions, presentation of plans, video, etc.) of the consultation, to choose the population groups to which it wants to address the consultation (ages, gender, etc.) and to makes it public via Facebook and/or website. Each participation in the consultation is recorded in real time in the management system (backend-dashboard) of the application with a wealth of data and metrics. When the consultation is completed, it is possible to communicate the results to all those who participated in it, and if there is a subsequent consultation, the existing respondents/participants can be informed at the same time as the new potential audience. In this way, a community is created that is constantly expanding as it is fed with new consultations and content from the Municipality. According to studies, this method is 65% more effective than traditional methods of consultation and evaluation of public opinion, as well as 80% more economical. The online chatbots service includes the following services:

a) Synthesis & creation of the content of the consultation

b) Advertising campaign through sponsored advertising on facebook

d) Special informative website with instructions and links to start the interactive consultation (facebook messenger or web)

e) Facebook messenger chatbot plugin

f) Web chatbot plugin

g) Analysis of results and their presentation at the end of each consultation

The process is fully compliant with the new European directive on the protection of personal data and ensures the anonymity of those participating in the process if they wish.

Impact on Society

The first interactive consultation in the Municipality of Vari Voula Vouliagmeni was held for the possible creation of a modern total waste management unit with impressive results, both in terms of the number of citizens who participated, as well as in the interactivity and effectiveness of the method. More specifically, the first interactive consultation had a total reach of 29,158 people and the total number of participating residents reached 500. By utilizing the new interactive consultation tool, the Municipal Authority achieved the following:

  • He made the Citizens aware of an issue concerning the present and the future of the Municipality
  • It obtained a reliable and large sample of citizens' views on this issue
  • It minimized the costs that would be required to record the opinions of citizens
  • Take advantage of a modern and interactive way of chatting with Citizens
  • He activated the new generation and using social networks he managed to "convers" with them for the first time

He received in record time a very large sample of opinions, statistically weighted and with a wealth of data so that he could proceed to decision-making based on real data.

The service of online chatbots is undoubtedly an important tool for the activation of the Citizens and their participation in municipal affairs and at the same time produces valuable data for the decision-making process by the relevant bodies of the Municipality.



Initiative Location

The Municipality publishes the candidate consultation via facebook and/or website. Each participation in the consultation is recorded in real time in the management system (backend-dashboard) of the application with a wealth of data and metrics. The process is fully compliant with the new European directive on personal data protection.
