The Municipality of Fylis is a municipality of the Attica region that was established under the Kallikratis program. It arose from the amalgamation of the pre-existing municipalities of Fyli, Ano Liosion and Zefyrio.

In the Municipality of Fylis, the program has been operating since October 2017 with the Title of Action: Structures for the Provision of Basic Goods: Social Grocery Store-Social Cooperative -Social Pharmacy of the Municipality of Fylis" with OPS code MIS 5001831, which has been included in the Priority Axis "Promoting Social Integration and Combating of Poverty and Discrimination - Ensuring Social Cohesion" in the Operational Program Attica 2014-2020. The European Union supports the operation of these structures through the European Social Fund for up to 3 years with the possibility of extending the program.

The Structures of the Social Grocery-Social Fund and the Social Pharmacy are supervised by the Directorate of Social Protection, Education & Culture of the Municipality and are aimed at: socially vulnerable groups of legally residing in the Municipality of Fylis (unemployed, uninsured, insured who are threatened or in a situation poverty, elderly, homeless, victims of abuse, etc.).
More specifically, the Social Grocery Store's primary goal is to meet needs by providing free products and essential items. The Social Group ensures the supply of free meals on a daily basis to vulnerable social groups. Accordingly, the Social Pharmacy Structure has as its main objective the free provision of medicines, health materials and parapharmaceutical products.



Objective Action

The Municipality of Fylis, as part of its general redesign, seeks its digital modernization by integrating smart city solutions into various aspects of everyday life and beyond. Following the goal of the double transition our municipality is upgrading, updating, upgrading by moving into a new era that uses digital tools to promote sustainability, reduce the environmental footprint and teach respect for the environment.

Sustainable development constitutes a point of reference for the overall structuring of the Operational Plan of the Municipality of Fili. Recognizing the responsibility of the local government in creating the conditions for the achievement of the goals set by the European Union for 2030, the Municipality of Fylis gathered all its forces and started working on its overall restructuring. Projects require planning. The Operational Program 2020-2024 of the Municipality of Fylis sets out the axis of reforms, sound interventions and the vision for the creation of a Municipality that is self-sufficient - energetically and hydrologically -, economically efficient, socially inclusive and a pole of highlighting cultural and environmental heritage. Utilizing state and European financial tools as well as its own resources, the Tribal Municipality works in concert utilizing its valuable human resources to achieve its plan. In addition to the strategy for sustainable development, the Municipality of Fylis is preparing a Sustainable Urban Mobility Plan, proving in this way its holistic investment in the quality of life. With its Operational Program, the Municipality of Fylis conquers two important peaks, on the one hand the approach of the European goals at the level of societies and on the other hand the achievement of rebranding and repositioning of an important administrative entity for the region of Attica, the Municipality of Fylis and the three municipal units it includes , Ano Liosia, Zefyri and Phyli.

Description

Achieving sustainability requires a range of actionable measures, projects and policies. The Operational program is based on the foundations of an extensive economic analysis for the financial resilience of the Municipality of Fylis, evaluating among other indicators of autonomy, independence and finally an assessment of the Altman Z-Score which demonstrated the non-existence of a sustainability issue of the Municipality of Fylis in the coming years but also the ability to manage issues of an extraordinary nature as demonstrated by the management of the pandemic. The objectives of our Business plan include the implementation of total quality management systems across the entire range of services and legal entities of the Municipality, its technological and digital upgrading and the lifelong training of its human resources. The adoption in the first stage of targeted smart applications proves in practice the intention of the Municipality of Fylis to emerge as a smart city. The Fyli-Upgrade initiative includes five actions that, with the use of new technologies, seek to reduce the environmental footprint and highlight the environmental and cultural heritage. The five actions concern: a) the replacement of light bulbs in public buildings and street lighting with new modern LED technology. In street lighting, the intervention was carried out in 8,366 points in the municipal units of Ano Liosion and Zephyrio and in 8,914 points in the municipal unit of Fylis. In addition, a public lighting management system and building automation and monitoring systems (BMS) were installed for 76 municipal buildings. These interventions combined with the installation of photovoltaic systems and the replacement of heat pumps with new high efficiency ones contribute to the reduction of carbon dioxide in the Municipality of Fylis by 3,732.00 tons per year.

b) We create an online platform, with an integrated geographic information system, for the organization, monitoring and analysis of the plots that need cleaning from vegetative residues, according to the current legislation. This platform allows citizens to report in an organized and complete manner the plots that need cleaning, helping the difficult task of the Municipality. These data are recorded and automatically placed in a Geographical Information System, giving the service the possibility of evaluating priorities, scheduling and monitoring the history of the reports. The proposed system is based on open source software technology. In this way, we ensure for the Municipality unlimited licensed uses of the software so that we can design the platform based on the real needs of the employees of the Municipality's services, without being hindered by the cost of purchasing the software, nor by the cost of future upgrades of its versions.

c) The Municipality of Fyli is simultaneously preparing an Electric Vehicle Charging Plan (S.F.H.O.) planning the placement of 46 accessible vehicle recharging points within its administrative boundaries, i.e. in all three municipal units (Ano Liosia, Zephyri, Fyli). With the S.F.H.O., the Municipality of Fylis contributes for its part to the strengthening of electric mobility at the local level and the promotion of the use of vehicles with low or zero emissions. Through a holistic approach to the traffic issue and the reduction of congestion, a reduction of pollutants in the urban environment, improvement of public health, savings of resources, improvement of the microclimate and therefore the quality of life of citizens will be achieved.

d) Smart city actions are complemented by the creation of Digital Twins (digital copies) to highlight archaeological sites and geological landscapes. The production of digital models of the geocultural heritage of the Municipality of Fyli aims at the digital recording of these natural and man-made monuments and at the strengthening of public sentiment for the protection of cultural and environmental wealth. The material resulting from the digitization can be used for educational purposes with or without the use of AR (Augmented Reality) glasses, to raise public awareness of the importance of environmental protection and for scientific purposes as the digital files created can be used as a basis of comparison for their future development. The creation of Digital Twins is one of the priorities set relatively recently by the European Commission with the Digital Europe Programme.

e) Installation of submersible buckets and more specifically three graduated compression systems. The competent agency, looking for technical solutions to meet the needs of hygienic storage of produced household waste and recyclable materials in places that require an aesthetic upgrade of their surroundings, ended up implementing a system of vertical graded compression. These systems will serve the storage needs in certain parts of the Municipality where there are clusters with a large number of bins that present a large volume and extensive occupation of the road surface. Also, the existing bins create a serious unsightly problem due to the fact that they regularly overflow with waste and unpleasant odor problems are created, which has a negative impact on the commercial activity in the central points. With the system of vertical graded compression, the nuisance of odors and images of overflowing bins is avoided and discrete odor-free waste collection points are created, resulting in the upgrading of municipal common areas.

Impact on Society

The adoption of a Business Plan by the Tribal Municipality has only a positive impact on a social and organizational level. The existence of an organized plan with clarified objectives, provision of procedures for obtaining measurable results and finally evaluating the effectiveness of the projects, optimizes the performance of the tasks through the saving of valuable time and resources. The impact on the citizen is immediate as he knows in advance the planned action without being negatively surprised, positively recognizes the transparency in the approach to the procedures and can use this knowledge for the final evaluation of the projects. As far as the Sustainable Urban Mobility Plan is concerned, the results we get are just as positive as we get from the information of other European regions that have adopted it and it is expected to receive a similar reaction from the local community of the Municipality of Fylis. More specifically, the impact of a SBAK on the environment and on the quality of life of citizens is immediate and noticeable as evidenced by countries that have already adopted it and have been implementing it for many years. The reduction in traffic congestion achieved directly leads to time savings. The organization and arrangement of the weak points on the municipality's road map automatically reduces accidents and creates safe conditions of movement while ensuring the accessibility of the relevant vulnerable groups of citizens. Its positive effect is also found in terms of transport economy since it increases the efficiency and economic efficiency of the transport of people and goods. The Sustainable Urban Mobility Plan is implemented for the first time in the Municipality of Fili and its importance is decisive. The SBAK creates a "road map" on which the municipality's future mobility policies and actions will be structured.

The results of the actions that are part of the wider Fyli-Upgrade initiative are not measurable in the first phase. The impact on the local community is expected to be positive judging by the reaction of other European societies that implemented similar tools such as Digital Twins, S.F.H.O. but also the plant residues platform, as they provide a solution to the problems of the modern lifestyle. However, we have tangible results from the installation of LED lamps and submersible bins, as the citizens' reactions were positive in both cases.
