Integrity Pact between the Region of Attica and Transparency International - Greece

Located at the eastern end of Central Greece, the Region of Attica covers approximately 3,808 square kilometers. Apart from Athens, within the region there are the cities of Eleusis, Megara, Lavrio, and Marathon, as well as a small part of the Peloponnese and the islands of Salamina, Aegina, Poros, Hydra, Spetses, Kythira and Antikythira. About 3,750,000 people live in the area, of which more than 95% are residents of the Athens metropolitan area.

It is the first in population and the most densely populated region of Greece, since it is home to the urban complex of Athens, which is the capital of Greece, bringing together 1/3 of the country's population, i.e. 3,761,810 inhabitants according to the 2001 census .



Objective Action

The main objective of the Integrity Pact is to strengthen transparency in the public sector and especially in public contracts and to submit proposals for better management of funds for the benefit of citizens. In this direction, the participation of citizens is also important, who are encouraged to follow the progress of the project and intervene with their observations.

 

Target Audience

The local community (businesses, agencies, citizens) in whose area the public project is carried out. The Public Administration, in this case the Region of Attica, which acquires new experiences for greater transparency.

Description

A separate tool for strengthening transparency in public contracts is activated by the Region of Attica and the Special Management Service of the Operational Program "Attica 2014-2020" by signing an Integrity Pact with Transparency International Greece (TIP).

In the context of the implementation of the Integrity Pact, the DD-E will monitor as an Independent Observer the tendering process, the drawing up of the contract and the implementation of the anti-flooding project "Construction of Rainfall Network in areas of the Municipalities of Nice - Ag. Ioannis Rentis and Moschatou - Tavrou", with a budget of 12.3 million euros, which is part of the Attica PEP 2014-2020 and is co-financed by the European Regional Development Fund (ERDF).

The main objective of the Integrity Pact is to strengthen transparency in the public sector and especially in public contracts and to submit proposals for better management of funds for the benefit of citizens. In fact, citizens are encouraged to follow the progress of the monitored project themselves through the reports of the Independent Observer that will be published on the website of the program (http://www.integritypact.gr/) and of the Region of Attica (http:/ /www.patt.gov.gr).

The Integrity Pact was developed by Transparency International (http://www.transparency.org) in the 1990s to prevent corruption and mismanagement in public procurement and has already been implemented in more than 15 countries in Europe, Asia and L. America. In Greece, the Region of Attica is the only body that participates in this specific initiative implemented within the framework of the "INTEGRITY PACTS - Civil Control Mechanisms for Safeguarding EU funds, Phase 2" program, where 11 EU member states participate, with funding from the General Directorate of Regional Policy and Urban Development of the EU (DG Regional Policy).
