Region of Attiki

Located at the eastern end of Central Greece, the Region of Attica covers approximately 3,808 square kilometers. Apart from Athens, within the region there are the cities of Eleusis, Megara, Lavrio, and Marathon, as well as a small part of the Peloponnese and the islands of Salamina, Aegina, Poros, Hydra, Spetses, Kythira and Antikythira. About 3,750,000 people live in the area, of which more than 95% are residents of the Athens metropolitan area.

It is the first in population and the most densely populated region of Greece, since it is home to the urban complex of Athens, which is the capital of Greece, bringing together 1/3 of the country's population, i.e. 3,761,810 inhabitants according to the 2001 census .

Objective Action

Implementation of new strategies, ways and methods for greater interventions in the issues of the environment and climate change.

Target Audience

To every citizen, activity and project within the Region of Attica, whose actions contribute to the release of greenhouse gases and thus to climate change.

Duration

Although the project requires each participating Region to set goals, i.e. the achievement of a specific percentage reduction of emitted emissions per activity sector within a defined time horizon. At the same time, it provides the possibility of redefining the quantitative goals as well as the required time period, within the framework of a commitment to self-improvement and global social responsibility. Our participation in the Program started in September 2016 with the signing of the subscription form.

Description

This project aims to coordinate actions to deal with climate change in all Regions and States on Earth. Each participating State and Region is committed to taking measures to mitigate the greenhouse gas emissions of all activities within its territorial limits of responsibility. In the context of this plan, the Region of Attica is being organized accordingly, targeting a desirable but at the same time feasible reduction of future greenhouse gas emissions, within a defined framework. These commitments require realism but at the same time a vision as to the amount of effort that the administration will seek and demand from its citizens. In order to fulfill the objectives, the Region plans and organizes a framework of actions with the main purpose of mitigating the releases, following its own strategy, but within a structured framework. According to the action plan, primary data on greenhouse gas emissions will initially be collected by the Hellenic Statistical Service (ELSTAT), which will then be processed by our Service and adapted to the needs and objectives of the program, separating the releases by production sector, type of intervention and actions but also according to the characteristics of the sources. Releases are recorded over a period of time thus giving the possibility of checking the effectiveness and success and then improving them or supplementing the measures taken through a feedback and self-correction process. At the same time, it is possible to categorize the actions by sector and technological innovation so that the performance of each measure becomes more recognizable, as well as the comparison with corresponding measures of other regions in other regions at an international level that are already implemented. The organization of all the regions under a common roof and action, as well as the regular annual meetings of the members of the organization, enables a better understanding and appropriateness per region of the planned measures as well as the prospect of their successful outcome. Based on these results, important data emerges regarding new strategies, ways and methods that we can follow for our adaptation to climate change.

This measure will help to promote practices that can be models for other regions, both nationally and internationally, through the dissemination of information with the help of the platform, as well as the announcements of our region in its international meetings with the other regions and states. The possibility provided for an organized and unified effort by gathering all the actions towards a common goal will certainly help to awaken and activate a wider set of citizens. At the same time, as was said above, it will be possible to display all the initiatives that are developed in the sector both at the international and national level, contributing to the change of its image and also to the citizens' evolving perception of international trends and the position and stage of development and maturation of our country. The development of an online space and application within which each citizen will be able to be informed about the percentage of their participation in mitigating the effects of climate change, both themselves with the percentage of their participation in it and their region with the actions undertaken and incentives is an important intervention of the Region towards satisfying the framework within which Sustainable Development will be able to flourish, demonstrating its social responsibility. The gathering of information concerning all regional actions related to environmental and energy actions, as well as how these ultimately affect the emitted greenhouse gas pollutants by sector, makes possible a clearly more rational management of the resources used and the waste produced, provides a comprehensive insight into the possible impact on ecosystems and the biodiversity of protected areas, defines the framework and rules for a sustainable agriculture since it leads to the development of actions to awaken and inform farmers and the public in general about all possible actions as well as the degree of their implementation, acceptance and their effectiveness in the particular characteristics of each region. Another important element of the whole effort is that it will be a model of application for the rest of the Regions of the country.

Impact on Society

Any systematic efforts that are currently being made, and will increasingly be made in the future, to mitigate climate change will always have the disadvantage of not having immediate visible results, remaining an invisible and potentially questionable proposition. The specific program provides the possibility of visualizing the results and benefits through the presentation of the regional reductions of greenhouse gases achieved and by extension the possibility of a clear understanding of the contribution of each citizen to the mitigation effort. While on the other hand it helps to promote all the best available practices and technologies in all production fields and functions, leading to a more rational and efficient management and utilization of available resources and consequently financial benefits to each user. Through this program, the Region of Attica managed to determine that with an appropriate coordination and targeting of its actions, it could look forward to a reduction of greenhouse gas emissions by up to 20% by 2020 compared to 2008 levels, something in which from the collected evidence it appears that he will eventually succeed in doing so.

Initiative Location

This is an open program. It concerns all the Regions and States of the Earth. Each region participates with all the actions of citizens and itself in its area of responsibility. The participation of the Region is at the same time a guide for the rest of the Regions of the country.

Working with Organization

The program is structured in such a way as to require communication and cooperation with all the bodies that indirectly or directly affect the release of greenhouse gases (Energy Managers, Ministry of the Environment, Waste Managers, Municipalities, Technical Projects Departments, consumers), but also all those services that can provide climate data, process and evaluate them (ELSTAT, Observatory, University Institutions, Research Institutes, etc.)

Workers Participation

The program aims more at the collective participation of all citizens and users in the actions, while on the other hand it requires limited requirements of executive potential in the organization, coordination and control of the execution of the project

Benefits for Οrganization

The benefits for the Region of Attica will be immediate in terms of technical and economic data since increasingly efficient facilities and actions will be used and environmental nuisances will be minimized, but the results for the desired recovery and eventual reversal of climate change will be delayed, since this will require the participation in relevant actions of the inhabitants of the entire planet, since climate change has arisen as a result of the uncontrolled, pointless, thoughtless, inefficient use and waste of fossil fuels, ignoring the alternative possibilities of renewable sources that are provided to us without limits
